Donald Trump began a business and personal relationship with Russian oligarch Aras Agalarov and his son Emin in 2013 when Aras agreed to fund the 2013 Miss Universe Pageant in Moscow. Trump and Aras invited Putin to attend and attempted to schedule a meeting with Trump. The meeting did not occur. Also, while in Russia, Trump met with Artem Klyushin and Konstantin Rykov, who both have ties to the Russian government and have been known to participate in influence operations. Shortly after the 2013 Miss Universe Pageant, negotiations for a Trump Tower in Moscow began between Donald Trump Jr. and Emin Agalarov but the project never materialized. However, Trump continues his personal relationship with the Agalarovs. During the 2016 Trump campaign, Aras Agalarov was personally involved in setting up a meeting between Trump campaign officials and a Russian lawyer named

that occurred on June 9, 2016. The meeting, which was scheduled through Donald Trump Jr., was purported to have been about derogatory information on the Clinton campaign, however, the meeting turned out to be about repealing the Magnitsky Act. All parties involved in the meeting were disappointed in the outcome. The Committee was unable to prove that Donald Trump was aware of the meeting prior to its occurrence.
