This report is an assessment of Monterey County’s vulnerability to online foreign influence campaigns. We analyze Monterey County’s vulnerability to foreign influence by measuring polarization online (echo chambers) and by identifying the most salient and controversial issues perceived by the local population. Societal tension points are targeted by nefarious actors with the intent to modify the attitude, behavior, and perception of reality of the target audience. This report seeks to help stakeholders understand the vulnerabilities that exist so that they can implement mitigation efforts to limit foreign influence on the Monterey population.
